On February 25, (2009) Jim Messina, Emanuel's deputy, walked into his boss's office to inform him of Holder's latest 'gaffe.'At a press conference earlier that day, Holder had told reporters that the administration would push to reinstate the assault-weapons ban, which had expired in 2004. The comments roused the powerful gun lobby and its water carriers on Capitol Hill. 'Senators to Attorney General: Stay Away from Our Guns' read a press release issued by Senator Max Baucus of Montana-a Democrat, no less.

"Emanuel was furious. He slammed his desk and cursed the attorney general. Holder was only repeating a position Obama had expressed during the campaign, but that was before the White House needed the backing of pro-gun Democrats from red states for their domestic agenda. The chief of staff sent word to Justice that Holder needed to 'shut the fuck up' on guns?"

The back story on this is important. Emanuel, as a congressman who chaired the Democratic Congressional Campaign Committee (and as such helped recapture the House) came to understand that for many Democratic members of Congress is swing districts, supporting gun control was a liability. The "majority makers," as then-Speaker Nancy Pelosi came to call them, were often from rural or blue collar districts where the NRA was active.

FALLING PRICES: A drop in the price of oil and natural gas cut into Exxon Mobil Corp.'s profit for the second quarter. The company also produced less in the period, and that weakened sales even more.

BOTTOM LINE: Excluding the asset sales, Exxon's profit fell by 22 percent to $8.4 billion, or $1.80 per share. That was its smallest operating profit since the third quarter of 2010 and it fell far short of Wall Street expectations.

The allowances available depend on what you are claiming for and are not generally affected by the way in which the business pays for the purchase. For example, where an asset is acquired on hire purchase (HP), allowances are generally given as though there was an outright cash purchase and subsequent instalments of capital are ignored. However, finance leases, often considered to be an alternative form of purchase and which for accounting purposes are included as assets, are denied capital allowances. Instead, the accounts depreciation is usually allowed as a tax deductible expense.

Any interest or other finance charges on an overdraft, loan, HP or finance lease agreement to fund the purchase is a tax deductible expense and capital allowances are not available.

Alternatively, if a business rents capital equipment, often referred to as an operating lease, then as with other rents this is a tax deductible expense and capital allowances are again not available.

Plant and machinery

This includes items such as machines, equipment, furniture, computers, cars, vans and similar equipment that are used in a business.

Expenditure on all items of plant and machinery are pooled rather than each item being dealt with separately, with most items being allocated to a main rate pool. However, assets which are used partly for private purposes by a sole trader or partner in a partnership are allocated to a single asset pool to enable a private use adjustment to be made.

Most businesses are able to claim an Annual Investment Allowance (AIA) on most plant and machinery which provides immediate 100% tax relief on qualifying annual expenditure. Relief is given on the full cost up to a maximum allowance of ?25,000 for a full year (previously ?100,000). A writing down allowance (WDA) on the main rate pool of 18% (previously 20%) is available on any expenditure incurred in the current period not covered by the AIA or not eligible for AIA as well as on the balance of expenditure remaining from earlier periods.

Physical Ailments Take Toll on Mental Health: Study - iVillage

TUESDAY, July 24 (HealthDay News) -- People with physical health problems ranging from back pain to cancer are three times more likely to seek mental health care than those without such woes, a new study finds.

"The interplay between our physical and mental health has long been suspected," lead author Jangho Yoon, a health policy economist who specializes in mental health policy issues at Ohio State University in Columbus, said in a university news release.

"When I have back pain, I feel stressed. And if it impacts my ability to work or to do my usual activities, then I can feel upset or even a bit depressed," he said. "But no large-scale studies existed that showed the statistical proof of this correlation."

The findings may also highlight the need for better coordinated care between those who provide care for physical and mental health issues, Yoon's team said.

The study looked at data from more than 6,000 adults who took part in the 2004 and 2005 U.S. Medical Expenditure Panel Surveys. None of the participants had previously reported a physical or mental health condition.

Even after omitting people with catastrophic physical conditions such as cancer, stroke and heart attack, the researchers still found that people with physical health issues were three times more likely to seek mental health care.

They also found that people who perceived their physical ailments to be severe were more likely to seek mental health care.

The study was published online recently in the journal Health Services Research.

Yoon believes that a simple screening survey may help doctors assess patients and direct them to mental health treatment if they require it.

That type of initiative would be "a win-win," Yoon said. "There is a chance of cost savings in our medical system if we identify potential mental health problems early, before they become more severe."

"More importantly, coordinated care and early intervention leads to better health outcomes, and better care for the patient," he added.

Health campaigners are urging the International Olympic Committee (IOC) to ban junk food and fizzy drink brands from future sporting sponsorship deals in a critical new report which says the committee has squandered the chance to create a positive health legacy from the London 2012 Games.

The Obesity Games report, published by The Childrens? Food Campaign (CFC), found that corporate sponsorship accounts for less than 10% of the total funding for the London 2012 Games, while fast food sponsors contribute only about 2% of the IOC income. Yet the major sponsors Coca-Cola, McDonald?s and Cadbury are given an unrivalled platform to promote their unhealthy brands and products, it says.

The CFC is calling for the IOC to help tackle rising obesity levels by setting conditions on promoting healthy eating in their sponsorship deals and for junk food brands to be excluded.

The findings will trigger fresh criticism of the stranglehold on food and drink at the Games held by sponsors Cadbury, McDonald?s (its largest restaurant in the world is in the Olympic Park) and Coca-Cola, which is expected to serve 23m soft drinks at the Games due to its near-monopoly at Olympic venues.

CFC co-ordinator Malcolm Clark said: ?The Olympics have become a celebration of ?big?. For the junk food companies who sponsor the Games, that means big restaurants, big audiences, big brand value, big profits. But for children that could also mean bigger waistlines and bigger health problems later in life.?

He said the IOC could decide to cut out the top-tier category of food and soft drink partners entirely and lose little more than 2% of its total income.

Coca-Cola said: ?As one of the longest, continuous sponsors of the Olympic movement, we are proud that we are able to use our sponsorship to enable millions of people to experience the Games and believe we have a valid role to play. As well as sharing expertise, our financial support helps to stage London 2012, and without the support of the presenting partners the Olympic torch relay would not be able to take the magic of the Games to people in their own communities.

Spain feels debt heat, Greece way off bailout terms

MADRID/BRUSSELS (Reuters) - Spain paid the second highest yield on short-term debt since the birth of the euro at an auction on Tuesday, and EU officials said Greece had little hope of meeting the terms of its bailout, casting fresh doubt on its future in the euro zone.

Spain's increasingly desperate struggle to put its finances right has seen its borrowing costs soar to levels that are not manageable indefinitely, reflecting a growing belief that it will need a sovereign bailout that the euro zone can barely afford.

It has become the recent focus for investors, but Greece - where the sovereign debt crisis began - remains a powder keg. If Athens were to default or exit the euro zone, the knock-on effects could push Spain and even Italy over the edge.

With inspectors from the EU, European Central Bank and International Monetary Fund returning to Greece to decide whether to keep it hooked up to a 130-billion-euro lifeline or let it go bust, three EU officials said they were likely to conclude Athens cannot repay what it owes, making a further debt restructuring necessary.

This time, the European Central Bank and euro zone governments would likely have to take a hit on some of the estimated 200 billion euros ($240 billion) of Greek government debt they own if Athens is to be put back on a sustainable footing.

But there is no willingness among member states or the ECB to take such dramatic action at this stage.

"Greece is hugely off track," one of the officials told Reuters, speaking on condition of anonymity. "The debt-sustainability analysis will be pretty terrible."

Prime Minister Antonis Samaras said Greece's economy could contract by more than 7 percent this year, pushing debt-cutting targets further out of reach, but he pledged to stay the course.

"There are certainly delays in this year's agreed programme, and we must quickly catch up," Samaras told party colleagues. "Let's not kid ourselves, there is still big waste in the public sector, and it must stop."

The Spanish Treasury sold the 3 billion euros of three- and six-month bills it was aiming to, though yields climbed; the six-month paper jumped to 3.691 percent from 3.237 percent last month.

"The most important takeaway from this auction is that Spain was able to get all its debt out the door," said Nicholas Spiro of Spiro Sovereign Strategies. "Still, in March, Spain was able to issue six-month debt at a yield of under 1 percent. Now it is paying 3.7 percent."

Spain had cushioned itself by securing well over half its annual debt needs in the first six months of the year when market conditions were more benign, but that advantage has evaporated as its funding needs for the rest of the year have grown.

On Friday, the government said it expected the economy to remain in recession well into next year, while the autonomous region of Valencia became the first to ask Madrid for aid to pay debt obligations it cannot meet. Others are expected to follow.

Spain's northeastern region of Catalonia, responsible for a fifth of the country's economic output, admitted it had financing needs to meet while its access to markets was shut, but had not decided yet whether to tap a state liquidity line.

BOND MARKET MESSAGE

On the secondary market, Spanish five-year government bond yields rose above 10-year yields for the first time since June 2001. Having to pay more to borrow shorter-term rather than longer-term is usually a sign that markets think the risk of a default or debt restructuring has increased.

"The spread between 5- and 10-years moved to negative today, which is a classic sign that the market thinks the current trends are unsustainable for Spain's fiscal dynamics," said Nick Stamenkovic, bond strategist at RIA Capital Markets.

The return investors demand to hold Spanish 10-year bonds is now at 7.6 percent, while the cost of insuring Spanish debt against default has also hit record highs.

Ten-year yields above 7 percent have proved to be a tipping point leading eventually to bailouts for other countries in the euro zone, though Spanish Economy Minister Luis de Guindos insisted on Monday that Madrid would not need more aid.

The government has already asked for up to 100 billion euros to recapitalise the nation's banks, which have been battered by a four year economic downturn and a property crash.

The government has launched a fresh 65 billion euro package of tax rises and spending cuts designed to chip away at its debt mountain but it will also probably drive the economy deeper into recession.

The alarming spiral of Spain's debt costs has banished any hopes that a bailout of its banks, or a June EU summit that gave the euro zone's rescue funds a green light to intervene in the markets, has put the debt crisis into abeyance.

Spain and Italy have called for help to ward off market pressure. The ECB has cut interest rates but has shown marked reluctance to revive its bond-buying programme, the only mechanism that could lower borrowing costs at a stroke.

De Guindos and Wolfgang Schaeuble, Spain and Germany's Finance Ministers, called on Tuesday for a quick implementation of the decisions of the last European Union summit, particularly setting up a banking union with a single European supervisor.

They also said after meeting in Berlin that Spain's funding costs did not reflect the fundamentals of its economy and the sustainability of its debt.

French Foreign Minister Laurent Fabius said further aid for Spain could take the form of an increase in Europe's rescue fund or action by the ECB.

"I hope it will not be necessary to intervene again," he told France 2 television. "If we have to intervene, it could be an increase in the firewalls ... or interventions by the central bank."

The euro zone as a whole is now subsiding into recession.

Business surveys on Tuesday showed the currency area's private sector shrank for a sixth month in July, with the downturn that began in the euro zone's high debt nations now becoming entrenched in Germany and France.

Credit ratings agency Moody's Investors Service lowered its outlook for Germany, the Netherlands and Luxembourg to negative from stable late on Monday, citing an increased chance that Greece could leave the euro zone.

It also warned Germany and the other 'AAA'-rated countries that they might have to increase support for Spain and Italy.

Soft game sales weigh on Hasbro's 2Q earnings

PAWTUCKET, R.I. (AP) ? Toy maker Hasbro Inc. says its second-quarter net income dropped 25 percent on the stronger dollar and weak game sales. But its earnings still beat analysts' expectations.

A shift in consumer spending from board games to smartphones and tablets has been hurting the maker of Scrabble, Monopoly and other classic games. Its revenue fell 11 percent in the latest quarter, missing Wall Street expectations.

The second quarter is a seasonally small one for toy makers, which make up the bulk of their sales during the second half of the year and the holiday season. But the results can indicate how willing Americans are to spend on non-essential items.

Hasbro, whose toys include Transformers and My Little Pony, reported Monday that its net income fell to $43.4 million, or 33 cents per share, for the period ended July 1. That's down from $58.1 million, or 42 cents per share, a year ago.

Analysts expected earnings of 24 cents per share, according to a FactSet survey.

Its shares rose 16 cents to $34 in premarket trading.

The prior-year period's results benefited from a favorable tax adjustment of 15 cents per share, which was partially offset by a charge of 6 cents per share tied to costs associated with creating the Gaming Center of Excellence.

Revenue for the Pawtucket, R.I., company declined to $811.5 million from $908.5 million. The latest revenue figure missed Wall Street's estimate of $832 million.

Revenue for the U.S. and Canada fell 19 percent, while international revenue slipped 4 percent. Taking out the impact of the stronger dollar, international revenue gained 5 percent.

Hasbro said results were strong in Latin America, but offset by softness in Europe and the Asia Pacific region.

President and CEO Brian Goldner said in a statement that the toy maker expects its full-year earnings per share and revenue will increase, when excluding the stronger dollar's impact.

Revenue for the entertainment and licensing unit surged 59 percent to $43.2 million thanks to the sale of television programs like My Little Pony in both the U.S. and abroad.

In the games segment, revenue fell 8 percent. Preschool division revenue climbed 6 percent, driven by sales of Sesame Street products and those in the Playskool Heroes product line such as Marvel and Transformers Rescue Bots products.

Revenue for the boys' category dropped 16 percent, while revenue for the girls' division declined 13 percent.

Hasbro said some girls' toys that will be available this holiday season include Baby Butterscotch from Furreal Friends and Baby Wanna Walk from Baby Alive.

Last week Hasbro's rival, Mattel Inc. said that its second-quarter net income rose 20 percent on lower costs and strength in its Barbie and American Girl dolls.

The Dubai Land Department has reiterated that registration under the Tanmia initiative is not limited to developers of stalled projects only, but investors can request inclusion under the scheme as well.

In a statement sent to Emirates 24|7, the department said that investors or groups of investors can approach them for inclusion of their project under Tanmia.

No details were, however, given on how the process can be initiated.

The Tanmia scheme, launched in September 2011, aims at revitalising the real estate market by focusing on the incomplete projects.

It aims at getting semi-government/private investors on board to get projects completed.

The department is currently auditing over 100 projects.

So far, 11 real estate companies have signed agreement with the Centre for Promotion and Management of Real Estate Investment, the investment arm of the department, to join the programme.

The department did not give any details on how many projects have been funded under the scheme.

Emirates 24|7 reported last month that Pacific Ventures, an Indian property developer, had become the first developer to acquire two projects in Jumeirah Village

Triangle under Tanmia and was in talks to acquire two more projects - one each in Business Bay and Dubai Sports City.

In April, the department stated in the planned sovereign bond prospectus, that a total of 291 projects were on hold in Dubai as of March 31, but they were likely to see the light of day as all qualified for either the Tayseer or the Tanmia initiative.

The Real Estate Regulatory Agency, in the same prospectus, had revealed that 165 projects have been completed since the beginning of 2009; 291 projects were on hold ; 291 projects were likely to be completed in due course, while 29 projects have not yet commenced.

Tayseer, a guaranteed funding initiative, was launched in June 2010, and initially covered 40 projects across Business Bay, Dubai Marina and Jumeirah Lake Towers, but was extended to 114 projects over time.

NEW YORK (AP) ? Johan Santana was placed on the 15-day disabled list Saturday with a sprained right ankle, the latest setback for the fading New York Mets since the All-Star break.

The left-hander has struggled mightily since Reed Johnson of the Chicago Cubs stepped on his foot July 6 on a play at first base. Santana was hit hard for the third straight start Friday night in a 7-6 loss to the Los Angeles Dodgers, and manager Terry Collins said afterward the team was looking for a way to get some "energy" back in his arm.

Santana missed last season following major shoulder surgery. He is 6-7 with a 3.98 ERA in 19 starts covering 110 2-3 innings.

"We knew in spring training that there might be a time this summer when he has to get shut down," Collins said. "Well, now is going to be that time."

General manager Sandy Alderson said Santana probably won't pitch again until at least Aug. 7, when the Mets return home from an 11-game road trip out West. The two-time AL Cy Young Award winner was not available to reporters before Saturday's game against the Dodgers.

"Johan I think has exhibited the effects of 100 innings and a sore ankle the last couple of starts," Alderson said. "We think that the ankle injury may have led to some general fatigue in his shoulder, specifically. And in light of the surgery and where he's been and what he's accomplished, we've gotten to the point where he probably needs to get that ankle right and get back to the point where he feels confident about pitching."

New York is also missing starter Dillon Gee, who had surgery last week on an artery in his pitching shoulder. The operation was intended to prevent another blood clot from forming like the one doctors broke up with a catheter a few days earlier. Gee will be sidelined for at least a couple of months and there's a good chance he'll miss the rest of the season.

Miguel Batista, a 41-year-old journeyman who has pitched mostly in relief this season, started in Gee's place Saturday. Right-hander Jeremy Hefner was recalled from Triple-A Buffalo to help in the bullpen.

Santana became the third member or New York's opening-day rotation to go on the disabled list. Mike Pelfrey had season-ending elbow surgery in May.

Alderson said the Mets haven't decided how to fill out their depleted rotation going forward. Santana's next turn would have been Wednesday against Washington ace Stephen Strasburg.

"We'll make a decision on the rotation in the next couple of days," Alderson said. "We're now filling two spots instead of one."

Hefner, a starter at Buffalo, has made three starts for New York this season. Another option is prized prospect Matt Harvey, though the Mets have been cautious about rushing him up from Buffalo.

They may need a boost if they want to stay in contention.

New York (47-46) had lost seven of eight going into Saturday, falling seven games behind the first-place Nationals in the NL East and 4? back in the chase for the second wild-card spot. With the non-waiver trade deadline looming July 31, the Mets must quickly determine whether it would be wise to make a move.

"The presumption here is that we're buyers, and it has been," Alderson said. "Realistically, the next seven, eight or 10 games become important for us."

The 33-year-old Santana is 0-3 with a 13.50 ERA in his last three outings. He has given up 19 runs, 28 hits and six homers over 12 2-3 innings, the worst stretch of his stellar career. He was pulled for a pinch-hitter after throwing 72 pitches in three innings Friday night.

"We sat for quite a while this morning in discussions with Johan and the training staff and we've pretty much determined that the ankle issue is bigger than anybody has realized," Collins said. "Ever since he had the ankle injury he's lost ? basically his command has not been there, due to the fact that we don't think he can land properly. He's using all arm to pitch, causing some fatigue in his shoulder. No pain, there's just nothing there."

So the stint on the DL is designed to give Santana rest, heal his ankle and rebuild his arm strength. Alderson said no tests are scheduled.

"As I told Johan, I don't think anyone should be surprised by this," Alderson said, adding that Santana expressed his point of view on the matter. "Certainly no one as competitive as Johan wants to go on the disabled list. I think he recognized that was probably the best resolution in this case."

Santana is 3-5 with a 6.54 ERA in eight outings since throwing a career-high 134 pitches June 1 against St. Louis to finish off the first no-hitter in Mets history. Some still wonder whether that one-night workload led to his recent slump, but Alderson doesn't think so.

"I think really at this point it has more to do with the ankle," he said.

It's been quite the wait, but the update is at last lurking in the Windows Phone Marketplace. Although developed at the same time as Google Now, the Drive update will feel like a small slice of Android 4.1 for Lumia owners through its predictive routing: it can learn when you leave for work and how driving habits will affect the trip, giving a heads-up about traffic jams before you turn the ignition. Windows Phone reasserts itself through the option of pinning favorite destinations as tiles on the home screen, and an automatic switch between day and night modes is just as new. Drive's My Commute feature will initially work only in the US, but it should be available within the next day or two for any Lumia owner -- so those being denied Windows Phone 8 still won't have any justification for being late to the office.

12 dead in shooting at Colorado movie theater

A lone gunman dressed in riot gear burst into a movie theater in Aurora, Colo., at a midnight showing of the Batman film "The Dark Knight Rises" and methodically began shooting patrons, killing at least 12 people and injuring at least 50.

The suspect, James Holmes, 24, of Aurora, was caught by police in the parking lot of the Century 16 Movie Theaters, nine miles outside Denver, after police began receiving dozens of 911 calls at 12:39 a.m. MT. Police said the man appeared to have acted alone.

Witnesses in the movie theater said Holmes crashed into the auditorium through an emergency exit about 30 minutes into the film, set off a smoke bomb, and began shooting. Holmes stalked the aisles of the theater, shooting people at random, as panicked movie-watchers in the packed auditorium tried to escape, witnesses said.

"You just smelled smoke and you just kept hearing it, you just heard bam bam bam, non-stop. The gunman never had to reload. Shots just kept going, kept going, kept going," one witness told ABC News.

"I'm with coworkers and we're on the floor praying to God we don't get shot, and the gunshots continue on and on, and when the sound finally stopped, we started to get up and people were just bleeding," another theatergoer said.

Police said 10 victims died inside the theater, while dozens of others were taken to local hospitals, including a child as young as 6 years old.

A San Diego woman identifying herself as James Holmes's mother spoke briefly with ABC News this morning.

She had awoken unaware of the news of the shooting and had not been contacted by authorities. She immediately expressed concern that her son may have been involved.

"You have the right person," she said.

"I need to call the police," she added. "I need to fly out to Colorado."

Holmes was wearing a bullet-proof vest and riot helmet and carrying a gas mask, rifle, and handgun, when he was apprehended, according to police. Holmes mentioned having explosives stored, leading police to evacuate his entire North Aurora apartment complex and search the buildings early this morning.

Witnesses watching movies in theaters next to the one where the shooting took place said bullets tore through the theater walls and they heard screaming.

"The suspect throws tear gas in the air, and as the tear gas appears he started shooting," said Lamar Lane, who was watching the midnight showing of the movie with his brother. "It was very hard to breathe. I told my brother to take cover. It took awhile. I started seeing flashes and screaming, I just saw blood and people yelling and a quick glimpse of the guy who had a gas mask on. I was pushed out. There was chaos, we started running."

One witness said she saw people dropping to the ground after the gunshots began.

"We were maybe 20 or 30 minutes into the movie and all you hear, first you smell smoke, everybody thought it was fireworks or something like that, and then you just see people dropping and the gunshots are constant," witness Christ Jones told ABC's Denver affiliate KMGH. "I heard at least 20 to 30 rounds within that minute or two."

A man who talked to a couple who was inside the theater told ABC News, "They got up and they started to run through the emergency exit, and that when she turned around, she said all she saw was the guy slowly making his way up the stairs and just firing at people, just picking random people," he said. "The gunshots continued to go on and on and then after we didn't hear anything...we finally got up and there was people bleeding, there was people obviously may have been actually dead or anything, and we just ran up out of there, there was chaos everywhere."

Witnesses and victims were taken to Gateway High School for questioning.

Hundreds of police and FBI agents are involved in the investigation. A senior official who is monitoring the situation in Washington said that early guidance based on the early snapshot of this man's background indicated that this act does not appear to be linked to radical terrorism or anything related to Islamic terrorism.

Though police have said that they believe the shooter was acting alone, they checked all cars in the parking lot and cleared the area near the theater.

In a statement, President Obama said, "Michelle and I are shocked and saddened by the horrific and tragic shooting in Colorado. Federal and local law enforcement are still responding, and my administration will do everything that we can to support the people of Aurora in this extraordinarily difficult time. We are committed to bringing whoever was responsible to justice, ensuring the safety of our people, and caring for those who have been wounded."

A man who was in the adjacent theater with his son, said that the commotion began as one of the action scenes was starting up.

"These guys came through, and they say someone's shooting," he said. "I thought, 'Oh, they must have heard the fireworks, you know ... I had no idea. And then the alarms started to go off in the theater.'"

An explosive device was also found inside the movie house. Police are not sure whether the device, which investigators are calling a bomb, was already in place or whether it was thrown into the crowd.

Ambulances rushed to the scene as audience members fled the theater.

Investigators are now interviewing friends and associates of the suspect to get a sense of the man's background.
