Scientists help create an extra second of summer: Leap second to be added on July 1, 2012

ScienceDaily (June 29, 2012) ? Scientists at the National Physical Laboratory (NPL) will be adding a leap second at 00:59 BST on 1st July to its atomic clocks, to ensure UK time remains synchronized with international time.

The insertion of the leap second is required as Earth does not rotate at a constant speed, whereas atomic clocks, several of which are located at NPL's site in Teddington, are much better at keeping time. Due to the unpredictable nature of Earth's movement, leap seconds are occasionally required to bring atomic time back into alignment with astronomical time. This procedure ensures that on average the Sun remains overhead at noon.

Peter Whibberley, Senior Research Scientist in NPL's Time and Frequency Group, said: "The purpose of leap seconds is to make sure our time scale based on atomic clocks remains in step with the time based on the Earth's rotation. The Earth is a poor timekeeper compared to our clocks, and its rotation changes unpredictably due to changes in its atmosphere and molten core. The leap second correction to our atomic clocks means we get an extra second of summer time."

Historically, time was measured using the passage of the Sun across the sky -- Earth rotation time is still used by astronomers to track stars and spacecraft. Since the start of the 1960s, an atomic time scale, known as Coordinated Universal Time (UTC), has been the world's official time. The stability and global availability of UTC are essential for the smooth operations of satellite navigation and international telecommunications.

Over the last decade there has been considerable debate about the detrimental effects of inserting a leap second on computers and other equipment needing precise time. One minor effect is that some systems fail to implement a leap second at the correct instant and display an inaccurate time, but there is no agreement on the seriousness of this and other problems attributed to leap seconds.

The decision to introduce this year's leap second was taken by the International Earth Rotation and Reference Systems Service (IERS), and timekeeping experts at NPL and other national timing centres will make the necessary changes to the atomic time scales on 00:00 30th June (UTC).

The future of the leap second is one of keen debate among the official international time measurement community. Some countries, including the US, have called for an end to leap seconds, but other countries disagree, and experts at the International Telecommunication Union (ITU) have delayed a decision on the future of the leap second until 2015.

When you should not use loans to pay off debts? - Market Finance ...

Personal loans and off debts are important terms in the banking system. Here you get to know about personal loans and off debts. The terms named as personal loan and off debts. In a sc?ne both are same. The parties who are taking the loan or the benefit are the defaulter. But if he/she is confident and loyal and honest in his life he will not lose himself/herself.

Personal loans and paying off debts:
Personal loan can be described as the amount that is lent or borrowed by some financial institutions or bank. The term personal loan includes many more things, and it includes some variations, purposes of the loan may be different.

Debts are something unusual to someone or the person may have not in the scene of that account.

Usually debt means one person may have been accountable or liable to someone or any company. The person may take something from the company or someone. The debt is a liability, more than a burden. In business word the person who is taking the benefit is called debtor, and who is providing the support is called the creditor.

When not to use personal loans to pay off debts:
the following are the situations when you should not take loans.

For complex loan procedure:
From our practical experience we have experienced that the online payday loans process is much more complex than that of the debt. So it is easier for a person to give debt by other ways than that of taking the loan.

When there is a chance of loss:
For Various reasons people may need some amount of money to fulfill ones desire or wish. But to fulfill ones wish there is no need of lending money or taking loan. People take personal loans for the benefit not for the loss, paying off debts by personal loan is one kind of loss.

When you have the responsibility of paying another personal loan:
Personal loan is a gift through which ones life may full in peace & love. People usually take personal loan for better building & better future. It is one kind of foundation for the upcoming future events. If they are drowned in personal loans for leisure or vacation, then they should avoid taking personal loans for paying off debts.

Avoiding high interest:
There are nine ways to pay off debts. Always take the lowest rate of interest to pay back the loan or debts while personal loans offer higher interest rate.

For paying bills:
Debt can be the tax, house rent, electricity bill etc, so you must pay the debt as soon as possible. Credit card bills can be also a debt to be paid. For this bill payment, never try to adopt personal loans.

When you have savings:
If you have some savings of your own, then it can be useful to pay off debts. Also you can sell some of your wealth to pay off debts. So instead of taking loans for bad credit you use these resources. Taking personal loans will be the last option for you.

Grandma, 91, catches foul at baseball game

Anne Kenyon and her ballpark prize

Anne Kenyon was born July 1, 1920, the same day the great Walter Johnson pitched a no-hitter against the Boston Red Sox at Fenway Park.

Nearly 92 years later, Kenyon delivered a baseball highlight of her own.

The grandmother of 10 and great grandmother of 15 snagged a foul ball at a recent San Jose Giants game, hanging with a high popup even as her less courageous family members scurried for cover.

Kenyon was sitting in general admission seats slightly up the first-base line on June 15 at San Jose Municipal Stadium when ... well, let's let turn it over to her for the play by play:

"I see this foul ball going up in the air and I thought, 'Oh, my goodness, this thing is going to come right down on my head.' So I sort of moved over just a notch, a couple of inches to my left.

"I don't know whatever possessed me, but I put my arm out, automatically. And before you know it I looked and the ball fell right in my hand. I caught the ball.

    "And that was it."

The ball took a high carom off the seats first, a very lucky bounce. "Otherwise it would have crushed her," daughter Anne Marie Barletta said.

The original foul off the bat of the Modesto Nuts batter had soared so high that the seven other family members in attendance ducked. "When we came up from cover, my mom had this ridiculous smile on her face," Barletta. "And she says, 'I caught the ball!'''

The fifth-inning defensive gem made Kenyon a celebrity

by the time she left the park. Even as she was being escorted down the stadium stairs, other fans kept asking, "Are you the lady who caught the ball?"

"And she was beaming. 'Yes, I am,'" Barletta said. "It was priceless."

Kenyon continued her show and tell back at the Atria Senior Living community in Willow Glen, where she has lived for the past six years. She brought the ball down for breakfast. Then brought it out again at dinner.

Kenyon, turns 92 on Sunday ? making her the near equivalent of two Jamie Moyers. She's been trying hard to make a late-life conversion to being a Giants fan, but the East Coast native still prefers her New York Yankees.

"The only thing that would have made this better," Barletta said, "is if it had come off of Derek Jeter's bat."

Thumbnails On Firefox?s New Tab Page Could Expose Your Private Data, Fix Coming Soon

firefox-beta-13-new-tabMozilla's Firefox 13 launched earlier this month and the latest version of the popular browser introduced a number of new features, including support for Google's SPDY protocol and a new homescreen and easy access to your most often used sites through the improved new tab page. That convenient new speed dial-like new tab page presents a bit of a security risk, however. As the Register reports, the thumbnails that accompany these links on the improved new tab page have the potential to leak personal information. The browser, it turns out, regularly takes screenshots of your browsing sessions to create these thumbnails (even while you are browsing a secure site)?and, in the process, could potentially expose your private data like banking information or email subjects to anybody else who uses your computer.

iRobot Roomba 790 with Wireless Command Center hands-on (video)

What to get the homeowner who has everything? Perhaps a robotic vacuum styled in the fashion of an RC toy will fit the bill. Here at a GDGT event in New York City we happened upon iRobot's Roomba 790, which comes with a touchscreen remote for manually controlling where the bot goes. The controller -- make that the "Wireless Command Center" -- has an interface matching the one on the 790 itself, so there's no second set of menus to master here. In addition to deciding where it moves, you can also schedule daily cleanings or tap a "Clean" button to push the robot into action.Though this isn't the first time iRobot's dabbled in remote-controlled vacuum cleaners, all previous models relied on infrared sensors, meaning you could only control the Roomba if it was in your line of sight. This guy, though, uses a proprietary technology that allows you to program that 4pm scrubbing from up to 25 meters away.

As for battery life, it runs on four AA cells, and is rated for three to six months of runtime, depending on how compulsively you plan on cleaning. Interestingly, despite the change in wireless standards, the 790 is compatible with older 700-series Roombas, though it's not as is the controller would be sold separately. If you happen to be the kind of fabulously wealthy family who can afford (and has a need) for multiple Roomba cleaners, you can only pair the remote with one robot at a time anyway. Don't have the budget for a $700 robotic vacuum kit? We've got hands-on photos below and a demo video after the break.

(AP) ? If Norwegian prosecutors get their way, no one will be held criminally responsible for the deaths of 77 people in a bomb and shooting rampage that roiled the peaceful nation.

Even though self-styled anti-Muslim militant Anders Behring Breivik insists he is sane and that he carried out the July 22 attacks for political reasons, prosecutors said in closing arguments Thursday that doubts about his mental state mean he should be sent to a psychiatric institution instead of prison.

Ultimately, it's up to the Oslo district court to decide whether Breivik is criminally insane when it presents its ruling, expected a month after the trial ends Friday.

Either way, the 33-year-old Norwegian will likely be locked up for most, if not all, of his life. But the outcome will also influence whether Norway's worst peacetime massacre goes down in history as right-wing terrorism or as the work of a bloodthirsty madman.

"I still think Breivik is clearly sane and that his rhetoric, attitudes and behavior don't differ notably from other terrorists," said Usman Rana, a Norwegian-born Muslim of Pakistani origin who writes a newspaper column.

Rana said he doubted the psychiatric dimension would have been so prominent if the perpetrator had been an Islamist extremist.

The image of global terrorism was jolted when the blond, blue-eyed gunman surrendered to police after slaughtering 69 people at the governing Labor Party's summer youth camp. Hours earlier, he had set off a bomb in Oslo's governing district, killing eight.

Breivik immediately admitted to the attacks and called them justified. The left-wing Labor Party, in power for much of the postwar era, had betrayed the country by allowing Muslim immigrants to settle in Norway, he said.

That kind of rhetoric is not uncommon among far-right fanatics in Europe, but Breivik didn't belong to any known extremist group.

He claimed to be a commander of a militant network of "Knights Templar," but investigators found no trace of it.

Even when presented with evidence to the contrary, Breivik insisted the group is real with such conviction that he must actually have believed in it, prosecutor Svein Holden said.

"On the background of Breivik's intense defense of these obviously false claims, we believe it's hard to conclude that it's an intentional lie on his part," Holden said.

The defense is likely to refute the insanity finding on Friday, the last day of the 10-week trial. Before leaving the court room Thursday, Breivik defiantly flashed a clenched-fist salute for the first time since the first week of the trial.

Many Norwegians are not so sure that he is delusional.

A poll by research firm Norstat released Thursday by Norwegian public broadcaster NRK showed 74 percent of Norwegians believe Breivik was mentally competent to be sentenced to prison. Ten percent said he was criminally insane, while the rest were undecided in the June 12-19 survey of 1,000 people. The margin of error was about 3 percentage points.

Prosecutors said their decision was based on Norwegian rules stating that defendants cannot be sentenced to prison if there is reasonable doubt about their mental health.

"When the court interprets the current rules, what people think cannot be of any relevance," Prosecutor Inga Bejer Engh said after the hearing Thursday. "When this case has been legally decided, we can sit down and have a discussion: Are the rules we have out of phase with the people?"

She also said people shouldn't worry about Breivik getting out any sooner if he's sent to a mental institution rather than a prison.

"We have murderers who have been sentenced to psychiatric care who will probably never get out again," Engh said, noting that none of them had killed 77 people.

Two teams of psychiatrists reached opposite conclusions about Breivik's mental health.

The first team diagnosed him with "paranoid schizophrenia," a serious mental illness which would preclude a prison sentence. The second team found him legally sane, saying he suffers from a dissocial and narcissistic personality disorder, but is not psychotic.

If the court opts for a prison term instead, prosecutors said their preference would be the maximum sentence of 21 years. A sentence can be extended beyond that if a prisoner is considered a menace to society.

Some of those who lost family members in the massacre were disappointed by the prosecution's decision.

"They think that imprisonment would be a more justified outcome of what happened on July 22," said Mette Yvonne Larsen, a lawyer for the bereaved.

Others said that whether Breivik spends the rest of his life in prison or in a mental institution is not the most important issue.

"I've lost the dearest thing I had," said Trond Henry Blattmann, whose 17-year-old son was killed in the shooting massacre on Utoya island. "It doesn't matter whether it's prison or hospital."

    Healthy oils suppress Breast Cancer

(NaturalNews) Women that are on the Breast Cancer journey must be clear about certain dietary restrictions. There is the obvious list of "Foods to Avoid", such as sugar, processed foods, and hormone injected meats. However, there seems to be a lot of confusion about what types of oils are beneficial for Breast Cancer suppression and which ones should be avoided.

Let's start with the term HNE, which stands for the fatty acid derived toxin "4-hydroxy-trans-2 nonenal". It is a byproduct that is produced when polyunsaturated oils are heated at very high temperatures. The oils that are high in linoleic acid are often used in restaurants and in homes for frying or high heat cooking include:
Canola Oil, Soybean Oil, Sunflower Oil and Corn Oil.

Aside from the lipid peroxidation and the toxic effect that HNE has on the cell wall, the issue also lies with the imbalance in the increased consumption of these plant based oils.

A study conducted in 2002 at the Center for Genetics in Washington, DC, found that "Excessive amounts of omega-6 polyunsaturated fatty acids (PUFA) and a very high omega-6/omega-3 ratio, as is found in today's Western diets, promote the pathogenesis of many diseases, including cardiovascular disease, cancer, and inflammatory and autoimmune diseases."

The healthiest oils for Breast Cancer suppression are Omega 6's and the proper source of Omega 3's. The World Health Organization recommends a healthy ratio of Omega 6 and Omega 3 to be between 5:1 to 10:1. The Journal of the National Cancer Institute published a research paper about the effects of the improper ratio on Breast Cancer. They found that diets that were high in Omega 6 actually stimulated the growth and spread of Breast Cancer cells.

Healthy sources for Omega 3 oils would be flax seed, chia or hemp oils. The Budwig Protocol, which incorporates ground flax seed and flax seed oil in its healing regime, has had remarkable success for over 50 years in reversing and healing multiple types of cancer.

There have been numerous studies on the effects of the lignans in flax seed and the tumor suppression effect they have on Breast Cancer cells. For women that are choosing to take estrogen suppressing drugs like Tamoxifen, incorporating flax seed oil in their diets improves the inhibitory effect of Tamoxifen.

The best source of Omega 6 is purified and distilled wild caught fish oil. DHA and EPA in the fish oils have shown promising effects on stimulating Breast Cancer cell death resulting in tumor regression.

The choice of dietary oils cannot be over looked, if your ultimate goal is prevention and suppression of Breast Cancer. Be proactive with prevention by making informed dietary decisions based on research and scientific evidence.

    Hamilton returns, sparks Rangers

    Associated Press Sports

    updated 1:40 a.m. ET June 20, 2012

SAN DIEGO (AP) - It didn't take long to see the effect Josh Hamilton has on the Texas Rangers.

After missing four starts with an illness, Hamilton returned in a big way Tuesday night with a two-run triple to lift the Rangers to a 7-3 victory over the San Diego Padres.

Hamilton, who leads the major leagues with 66 RBIs, went 2 for 5 and scored two runs as the Rangers extended their winning streak to five games.

"I knew I was going to be tired," Hamilton said. "After I spent time on the bases, I was literally spent the rest of the game. But it will be better."

After Hamilton tripled in the third and scored on Adrian Beltre's sacrifice fly, he said, "It took me about three innings to catch my breath."

Hamilton had not started a game since Thursday due to an intestinal virus that caused him to lose 10 pounds as he was briefly hospitalized Friday.

But despite being at "about 80 to 85 percent," Hamilton set the stage for the rest of his teammates, who were coming off a 2-1 win over the Padres on Monday night where they were held to five hits.

"From that point on, swinging the bat got contagious," Texas manager Ron Washington said.

Nelson Cruz and Beltre both drove in two runs as the Rangers finished with 12 hits to win for the eighth time in nine games.

"It makes a big difference having him in the middle of our lineup," Texas second baseman Ian Kinsler said. "He helps make us go, and you saw that."

Scott Feldman (1-6) broke a six-start losing streak to avoid becoming the Rangers' first pitcher to lose his first seven decisions in 30 years.

Feldman, who had his first career RBI, pitched six innings and allowed two runs and seven hits. The right-hander did not walk a batter and struck out five, including Carlos Quentin three times.

"He's been battling to go out there and have a good game and he finally did it," Washington said.

Hamilton made his presence felt in the third inning when he tripled in two runs off Edinson Volquez (3-7) and scored on the sacrifice fly as Texas took a 3-1 lead.

"We have seen it in spring training," Padres manager Bud Black said about Hamilton. "To see it live in a regular season game, he's an impressive player. He's truly a five-tool player."

Hamilton faced Volquez for the first time since they were the principals in a 2007 trade that sent Hamilton from Cincinnati to Texas.

Volquez failed to get an out in the sixth inning as he allowed six runs and five hits with six strikeouts and four walks.

Kinsler singled with one out in the third and Elvis Andrus walked before Hamilton hit a ball into the right-center field gap to put the Rangers ahead 2-0. It was Hamilton's first triple of the season.

"It was cool because I didn't try to do too much with (my swing)," Hamilton said.

He then scored on Beltre's sacrifice fly to medium right field, easily beating the throw from Will Venable.

After Hamilton singled and Beltre doubled to start the sixth, Cruz followed with a two-run double to knock out Volquez.

"He's a great hitter," Volquez said about Hamilton. "You can't make a mistake and that's what I did. I got him two strikes twice and then gave him a pitch to hit."

Beltre hit his 12th homer in the seventh off Brad Brach when he hit the foul pole in the short right-field porch. The umpires briefly reviewed the replay before ruling the ball a home run.

Feldman, who drove in his first career RBI with a single in the sixth, allowed only Nick Hundley's run-scoring single in second and an RBI groundout by Yonder Alonso in the sixth.

Notes: Hamilton played in the Rangers' 2-1 win on Monday night as a defensive replacement but did not bat. ... Texas 1B Mitch Moreland came out of the game in the second with a left hamstring strain after he grounded into a bases-loaded, inning-ending double play. ... Texas (42-27) is a season-high 15 games over .500. ... Volquez was 3-11 with a 7.20 ERA in 20 games with Texas between 2005-07. ... 1B Brad Hawpe requested and was granted his release from Texas' Double-A affiliate, Frisco. According to a Rangers spokesman, Hawpe said he was taking a roster spot from someone potentially going to the majors. ... Texas RHP Yu Darvish (8-4, 3.57) will face Padres RHP Anthony Bass (2-7, 4.88) in the in the finale of the three-game series on Wednesday.

Kids' antibiotic prescriptions fall in the US

WE HAVE long been warned of the dangers of antibiotic overuse - now it seems that the penny has finally dropped.

A report by the US Food and Drug Administration suggests that antibiotic use in children is falling, although they still remain a popular treatment.

A team from the FDA studied a national database of US drug prescriptions for children under 17 between 2002 and 2010 and found that in this period they fell by around 9 per cent. Prescriptions for antibiotics dropped further still, by 14 per cent, although they still made up a quarter of the total. Overuse of antibiotics is a concern because it can lead to bacterial resistance.

Meanwhile, prescriptions for drugs to treat allergies, pain and colds also decreased, while those for attention-deficit hyperactivity disorder (ADHD) soared by 46 per cent (Pediatrics DOI: 10.1542/peds.2011-2879).

Will black voters grouse over Obama move to aid young illegal immigrants?

Obama's move to give work permits to certain illegal immigrants may not sit well with job-hungry African-Americans. Some analysts say it could hurt him among his most faithful constituency: black voters. Others say no way. ?

    By Gloria Goodale,?Staff writer / June 18, 2012

President Barack Obama announces that his administration will stop deporting and begin granting work permits to younger illegal immigrants who came to the US as children and have since led law-abiding lives, on June 15, during a statement in the Rose Garden of the White House in Washington.

    Susan Walsh/AP

Some black voters may be none too happy with President Obama for shielding some 800,000 working-age illegal immigrants from deportation, seeing them as competition for scarce jobs. But black activists and political scientists quibble over just how much that decision, announced Friday, will hurt the president among African-Americans in his bid for reelection.

    ' + google_ads[0].line3 + '

    '; } else if (google_ads.length > 1) { ad_unit += ''; } } document.getElementById("ad_unit").innerHTML += ad_unit; google_adnum += google_ads.length; return; } var google_adnum = 0; google_ad_client = "pub-6743622525202572"; google_ad_output = 'js'; google_max_num_ads = '1'; google_feedback = "on"; google_ad_type = "text"; google_adtest = "off"; google_image_size = '230x105'; google_skip = '0'; // -->

The calculus of the Obama campaign, clearly, was that the new policy would be a net gain: that the president would pick up many more votes in the Latino community than he would lose in the African-American community. Mr. Obama's action means that undocumented young adults who were brought to the US by their families when they were minors, and who are in good standing, can remain in the US and will qualify for two-year work permits, which are renewable.

The work permits are what may prove to be controversial in the black community, where teen unemployment is 38.2 percent, says?Washington attorney Cherylen Harley LeBon of Project 21, a national group representing conservative African-Americans. Some black voters, she suggests, may not be willing to give Obama a pass on that.

?In this economy, blacks are circling the wagons and looking at what will impact their own families,? says Ms. LeBon. Their?focus going into an election year ?is on kitchen-table issues." This is a bottom-line issue, ?with blacks asking, 'How will this affect my ability to put food on the table?' "

Presidential scholar Charles Dunn agrees. Because Latino and African-American voters have different policy objectives on immigration, the president?s ?efforts to woo the one hurt him with the other,??he says via e-mail.

Obama's relaxation of deportation rules for certain young Latinos undercuts his efforts to reenergize his most important and vital constituency: African-Americans, he adds. They ?feel threatened by the loss of jobs to Latinos.?

Obama won some 95 percent of the black vote in 2008. To win in 2012, he needs to be in that range again, and he likewise needs Latino voters to turn out for him in considerable numbers.

Many social scientists do not expect that black voters will leave Obama's fold ? or sit out the election ? simply because he extended a hand to a subset of young illegal immigrants.

"I do not believe this will be a problem for Obama in the election among blacks, since African-Americans are usually much more supportive of social justice for others, since they have been the victims so often of unfair rules and clear discrimination,? says Lori Brown, associate professor of sociology at Meredith College in Raleigh, N.C.via e-mail. ?Even though many leaders or economists can see this could have a negative impact on blacks when competing for low-wage jobs,? she says, ?this policy change is probably going to be seen as right.?

US Department of Transportation approves SBIR support for crowdsourced transit info

PITTSBURGHTiramisu Transit LLC, a Carnegie Mellon University spinoff, has received Small Business Innovation Research (SBIR) Phase I funding from the U.S. Department of Transportation (USDOT) to commercialize Tiramisu, the smartphone application that enables transit riders to create real-time information about bus schedules and seating.

The $102,000 award, through the USDOT's Federal Transit Administration and its Research and Innovative Technology Administration, will be used to identify sustainable business models for crowd-sourced transit information systems.

Tiramisu has been in use in Pittsburgh since the summer of 2011 and is available for iPhone and Android phones. Thus far, users have recorded more than 30,000 trips on Port Authority of Allegheny County buses and trains.

Tiramisu literally, Italian for "pick me up" was developed by researchers in the Rehabilitation Engineering Research Center on Accessible Public Transportation (RERC-APT), supported in part by CMU's Traffic21 initiative. It currently works only for the Port Authority and CMU systems, but the software architecture is designed so that it can be deployed to other transit systems. The team will be adding another region soon.

Even before a user boards a vehicle, Tiramisu displays the nearest stops and a list of buses or light rail vehicles that are scheduled to arrive. The list includes arrival times, based either on real-time reports from current riders, from historic data, or from the transit service schedule. Once aboard, the user indicates whether many, few or no seats are available and then presses a button, causing the phone to share its ongoing GPS trace with the Tiramisu server. Tiramisu also can be used to report problems, positive experiences and suggestions.

The Tiramisu team is led by Aaron Steinfeld, co-director of RERC-APT and senior systems scientist in the Robotics Institute; Anthony Tomasic, senior systems scientist in the Institute for Software Research; and John Zimmerman, associate professor in the Human-Computer Interaction Institute and the School of Design.

Tiramisu is a project within the RERC-APT, a federally funded collaboration between Carnegie Mellon and the University of Buffalo, State University of New York focused on the transportation needs of people with disabilities and is sponsored by the U.S. Department of Education through the National Institute on Disability and Rehabilitation Research. In addition, the project has received support from Carnegie Mellon's Traffic21 initiative, IBM, Google and the SINAIS project, a joint research project between Carnegie Mellon and the University of Madeira on increasing sustainability.

Tiramisu is among the initial projects to reach deployment and commercialization with help from the Traffic21 initiative, which was created by Carnegie Mellon with support from the Hillman Foundation. It draws on expertise and resources from across the campus to stimulate a broad community partnership to identify, refine and deploy "intelligent transportation system" technology advancements to the Pittsburgh region's transportation system. The goal is for the region to become internationally recognized as the place for "smart transportation," thus attracting further investment in both research and commercialization.

As NASA slashes budgets, China achieves orbital milestone (+video)

Chinese astronauts have successfully docked with a prototype space station, paving the way for a moon mission after 2020.?

Chip Reid reports on China's big leap in the space race.

The Shenzhou 9 and its three-person crew, which includes China's first woman in space Liu Yang, linked with the Tiangong (Heavenly Palace) 1 module, with state television showing the pictures live.

Almost three hours later, the blue jumpsuit-wearing mission commander, Jing Haipeng, entered the module followed by colleague Liu Wang and Liu Yang, the first time China has been able to transfer astronauts between two orbiting craft.

Rendezvous and docking exercises between the two vessels are an important hurdle in China's efforts to acquire the technological and logistical skills to run a full space lab that can house astronauts for long periods.

During the 13-day mission, the astronauts will work and sleep aboard Tiangong 1, a trial module that includes an exercise bike and a video telephone booth, according to media.

The mission has been accompanied by a blaze of national pride and has been given blanket coverage by state media, down to discussion on how flying a space ship is a bit like driving a car and how the astronauts will be able to spice up their food with chilli sauce.

China is still far from catching up with the established space superpowers, the United States and Russia. The Tiangong 1 is a trial module, not the building block of a space station.

But the docking mission is the latest show of China's growing prowess in space and comes while budget restraints and shifting priorities have held back U.S. manned space launches.

This is China's fourth manned space mission since 2003 when astronaut Yang Liwei became the country's first person in orbit.

The United States will not test a new rocket to take people into space until 2017, and Russia has said manned missions are no longer a priority.

But NASA has begun investing in U.S. firms to provide commercial spaceflight services and is spending about $3 billion a year on a new rocket and capsule to send astronauts to the moon, asteroids and eventually to Mars.

China plans an unmanned moon landing and deployment of a moon rover. Scientists have raised the possibility of sending a man to the moon, but not before 2020.
