Beijing to let travelers stay visa-free for 3 days

BEIJING --?State media say that China will allow most foreign visitors to stay in Beijing for three days without a visa if they are heading on to another country, a policy meant to boost tourism and smooth the way for transiting passengers and business travelers.

The China Daily newspaper said the new rules take effect Jan. 1 and apply to visitors from 45 countries, including Japan, Australia, Singapore, the United States, France, Germany and Argentina.

The report says travelers must have a ticket to a third country to qualify and are forbidden to leave Beijing. It says they also must register with police within 24 hours of arrival.

The official Xinhua News Agency says Beijing receives around 5 million foreign visitors per year.?

Karzai blames NATO, U.S. for violence in Afghanistan

Afghan President Hamid Karzai blamed the U.S. and NATO forces on Thursday for some of the violence in his war-torn country and bluntly criticized allied tactics, declaring that terrorists won't be beaten "by attacking Afghan villages and Afghan homes."

Speaking in an exclusive interview with NBC News, Karzai also said he had written a letter to President Barack Obama warning that Afghans will not permit American and NATO troops to stay past 2014 unless the U.S. turns over hundreds of detainees held at Bagram Air Base and a nearby facility.

"I have written to President Obama that the Afghan people will not allow its government to enter into a security agreement while the United States continues to violate Afghan sovereignty," he said. "Part of the insecurity is coming to us from the structures that NATO and America created in Afghanistan."

NATO-led forces are currently scheduled to withdraw by the end of 2014, but the Obama administration has entered into negotiations with the government in Kabul on a security pact that would allow some as-yet undisclosed number of troops to remain beyond that point. Their mission would be to train Afghan security forces and carry out counterterrorism missions. White House press secretary Jay Carney recently said that Obama has not yet settled on the size of that residual force. The spokesman also suggested that no troops might remain.

White House officials did not immediately return requests for comment.Obama made the American withdrawal from Iraq and planned withdrawal from Afghanistan key planks of his re-election platform. But the pullout from Iraq came about in part because of the collapse of negotiations over maintaining an American presence there. The Iraqi government refused to give U.S. forces immunity from prosecution?a deal-breaker for Washington. Karzai's comments raise the specter of another possible deal-breaker.

Karzai has regularly denounced NATO night raids and strikes that have killed civilians in Afghanistan. But he also aims to secure billions of dollars in long-term aid for his country's military and economy. (At a farewell press conference with then-President George W. Bush in December 2008, Karzai said: "Afghanistan will not allow the international community to leave it before we are fully on our feet, before we are strong enough to defend our country, before we are powerful enough to have a good economy and before we have taken from President Bush and the next administration billions and billions of more dollars?no way that [we] can let you go.")

More than 3,000 American and allied military personnel have been killed in the decadelong conflict launched to catch or kill Osama bin Laden, whom Navy SEALS shot dead in a dramatic May 2011 raid inside Pakistan.

Medical coders are going to be consistently needed within the health care industry, especially those who are well trained and educated in the field. Medical coding is an essential aspect of creating a well working, and cost effective health care system, and the first step to achieving that is by employing medical coders who are certified and knowledgeable about medical coding and the changes in codes.

When medical coding is done incorrectly it can increase costs unnecessarily and affect a number of different aspects of the health care system. This is why the issue of medical coding training is such an important one. Medical coding training can provide the health care system with qualified and knowledgeable medical coders that will help to ensure smooth operation and cost management.

To create a well working system, medical coding training is a necessity and is available through a number of different health care companies. In some cases job employment is reliant on being able to have participated in medical coding training or be certified in medical coding. There are a number of different duties and responsibilities that are required of a professional medical coder. The responsibilities of medical coders when it comes to correctly identifying and coding for diagnosis and other patient claims is an important and when not done correctly could be life changing. When medical coding is not done correctly it can have an impact on the health care provider, the health insurance company as well as the individual. This is just one reason why there is such an importance that is placed on the proper training of medical coders.

There is no shortage of jobs available for medical coders who are well educated and trained in their area of coding. Hospitals of all sizes, whether private, or government run, are all in need of trained medical coders. In addition nursing homes and rehabilitation centers as well as health insurance companies and legal counsel offices may require the staffing of a trained medical coder. In order to be able to work in these types of job setting one needs to have completed medical coding training.

Going through medical coding training to gain the knowledge and experience needed to be able to perform the job duties, and responsibilities that one will be in charge of are all necessary parts of being a successful medical coder. Improper medical coding can cause a number of different issues for both the patient, health care provider as well as the health insurance company. An emphasis on comprehensive medical coding training should be placed on any medical coding job.

Quality Systems moves up dividend payment date

IRVINE, Calif. (AP) -- Quality Systems is moving up the payment date of its regular quarterly dividend, a step that many companies are taking ahead of impending tax increases and government spending cuts at the start of 2013.

The White House and Republican congressional leaders are trying to strike a deal to avoid falling off the fiscal cliff, a reference to the combination of simultaneous tax hikes and spending cuts due to take effect at the start of 2013.

Quality Systems Inc. is the latest company to move up the payment of its quarterly dividend to protect investors from potentially having to pay higher taxes on dividend income starting in January.

The Irvine, Calif., company said Tuesday that the payment date for its quarterly dividend of 17.5 cents per share is being moved to Dec. 28 from Jan. 4, 2013. The record date of Dec. 14 remains the same.

Quality Systems develops and markets healthcare information systems.

Many companies are reviewing their dividend policies now that it appears investors could soon pay higher taxes. Since 2003 investors have paid a maximum 15 percent on dividend income. But that historically low rate will expire in January unless Congress and President Barack Obama reach a compromise on taxes and government spending. As it stands, dividends will be taxed as ordinary income in 2013, the same as wages, so rates will go up depending on which income bracket a taxpayer is in. For the highest earners, the dividend rate would jump to 43.4 percent.

Its shares finished at $17.94 on Monday.

(AP) ? Stocks were edging lower on Wall Street in midday trading Tuesday as budget talks continued in Washington.

The Dow Jones industrial average fell 14 points to 12,952 as of 1:01 p.m. Eastern. The Standard and Poor's 500 was down four points at 1,405. The Nasdaq composite was down 16 points at 2,985.

Investors are waiting on developments from Washington in the budget talks aimed at avoiding the "fiscal cliff," a series of sharp government spending cuts and tax increases scheduled to start Jan. 1 unless an agreement is reached to cut the budget deficit. The measures, if implemented, could push the U.S. into recession, economists say.

Republicans, led by House Speaker John Boehner, have balked at President Barack Obama's proposal of $1.6 trillion in higher taxes over a decade, a possible extension of the temporary Social Security payroll tax cut and heightened presidential power to raise the national debt limit. The GOP on Monday proposed its own 10-year blueprint to President Barack Obama that calls for increasing the eligibility age for Medicare and lowering cost-of-living increases for Social Security benefits.

"Politicians are doing their negotiating dance. They both start out on their extreme positions. The question is how long until they get into the middle," said Rex Macey, Chief Investment Officer at Wilmington Trust Investment Advisors, in Atlanta. "The markets have discounted the information, so we're not seeing much movement."

Among stocks making big moves, Darden Restaurants fell $5.58 to $46.84 after the owner of the Olive Garden, Red Lobster and LongHorn Steakhouse restaurant chains revised its earnings outlook for fiscal 2013. Separately, analysts at Credit Suisse said that restaurant goers would "quickly lose their appetite," if the U.S. went over the "cliff," because the job cuts that would likely follow would curb discretionary spending.

Bill Gross, the managing director of fund manager PIMCO, told investors in his regular newsletter that they should expect annualized bond returns of 3 to 4 percent at best in the future and equity returns that are "only a few percentage points higher." The S&P 500 index has risen 12 percent so far this year. High debt levels and slowing global growth will weigh on the economy, Gross said.

The yield on the 10-year Treasury note fell 2 basis points to 1.6 percent.

Other stocks making big moves;

? Big Lots gained $3.34 to $31.38 after the discount retailer reported a loss that wasn't as bad as analysts had forecast. The company also raised its full-year earnings forecast.

? Pep Boys fell $1.46 to $9.22 after posting a loss on weak sales at the company's auto stores and reporting rising costs.

? MetroPCS fell 82 cents to $9.95 after Reuters reported that Sprint isn't currently considering making a counter offer for the cellphone business. MetroPCS and T-Mobile said in October that they had agreed to combine their businesses.

How to Use Your Self-Directed IRA to Invest in Websites and ...

Being creative without breaking the rules when it comes to investing your self-directed retirement funds requires a bit more sophistication than simply buying stocks on etrade. The rules surrounding self-directed IRA and 401(k) accounts are pretty stringent. Avoiding self-dealing, dealing with a disqualified party or participating in a prohibited transaction will eventually come back to bite you. If you were going to break tax rules with an IRA, it would have been less expensive to simply break tax rules in general without first setting up a checkbook IRA in the first place. One area of investment where the rules get sticky, but the returns can be huge is investing in online web properties for maximizing self-directed IRA returns. I?ve seen many returns north of 100x with a few simple domain investing tricks.

Digital Real Estate

Website investing is similar to real estate in that there are really only a couple of ways to effectively make a buck. In domain investing, raw domains?much like raw land?represent ?potential? and their worth is either judged by exact match search volume, length of the domain, .TLD status, or ability to brand. Raw domains represent the best method for a quick return with IRA funds for a couple of reasons.

First and foremost, raw domains are above the reproach of disqualification. There is no management required, thus significantly reducing the potential of even mingling with potentially disqualifying parties. Websites and virtual businesses also work, but not unless the management is separate from the investors. This is often difficult to show, especially if you?re ever up for an audit. My personal preference is sticking with raw domains, especially if you?re an individual investor. They?re easier to deal with as an asset flip rather than worry about a virtual company. Second, raw domains represent an asset that can be directly owned by your self-directed IRA LLC. As a qualified asset, it can be purchased with the LLC and sold for a profit within your tax-benefited retirement account.

Buying steady cash flow websites also works, especially if they?re on autopilot at the time of purchase. It?s difficult to find such deals, as the truly best deals are rarely sold and if they are they are given to family?which in the IRA?s case would disqualify the transaction. But, if you can find them on the cheap, flipping them for a profit on the website aftermarket is an effective strategy.

Buying Strategy

The key to making money at anything is effective arbitrage and nowhere are such opportunities more apparent than in domain name investing. Great domains can still be purchased for $10, but opportunities in that market are rare unless you are able to snag a previously-owned domain that has dropped. In fact, domain drop lists are another great place to find and purchase domains for investment with your IRA. Thousands of domains are dropping on a daily basis. Most of them are pure garbage, but opportunities still exist for arbitrage. Buy low and sell later. Large returns are almost guaranteed with this type of strategy.

The Future

Domain name acquiring and website investing is nothing like it used to be. Raw domains rarely go for six figures unless the transaction is justified by the cash flow and branding capabilities of a particular domain name. In addition, search engine algorithm changes have also dampened the effectiveness of raw web properties. But opportunities still remain for investors who are savvy and play by the rules.
